    Er.  Devendra Kumar Sharma has joined as Chairman, Bhakra Beas Management Board on 21st April 2017. He has more than 35 years of experience in energy sector in India and abroad. He did graduation in Civil Engineering from University of Indore in the year 1981. He has received the Netherlands Govt. fellowship in 1982 for studying Master of Engineering in Water Resources Engineering from the Asian Institute of Technology, Bangkok, Thailand. He has undergone training courses in hydropower planning and design engineering from Canada (1987), Sweden (1989), Hungry (1991), Japan (1994) and Norway (1999 & 2003). He received UNESCO fellowship in 1991 for ‘International Post Graduate Course in Hydrology’ from Water Resources Research Institute (VITUKI), Budapest, Hungary. He has attended courses at the International Centre for Hydropower, Trondheim, Norway as NORAD Scholar in ‘Hydropower and the Environment’ during 1999 and ‘Hydropower Development in the Context of Integrated Water Resources Management’ during 2003. He received “Man of the Year 1999” award for excellence in performance of duties, dedicated services and meritorious contribution in the field of hydropower while working with Tala Hydroelectric Project Authority in Bhutan. Apart from having experience of working for public sector in India and in Bhutan, he has experience of working with corporate sector i.e. with Larsen & Toubro Ltd. at a senior position almost for six years for construction of hydroelectric projects and also for development of company’s proprietary ownership Hydroelectric Projects.

                Previously he was working as Managing Director and Member of the Board of Himachal Power Corporation Ltd. (a Govt. of Himachal Pradesh Undertaking) since 2012. As Managing Director of Himachal Pradesh Power Corporation Ltd. (HPPCL), he has been responsible for commissioning of 3x65 MW Kashang Hydroelectric Project and has completed 100 MW Sainj Project. He has brought in accountability and efficiency into the system and have converted a very young organization into a fast upcoming power generating utility with the technical and organizational capabilities at par with any Central Public Sector Undertaking (CPSU) working in energy sector in India.

                He is life Member of the International Hydropower Association and most of other international and national professional bodies working in the field of hydropower. He has published 27 technical papers in national and international journals.

    Dr. Gulab Singh Narwal has joined as Member Irrigation in Bhakra Beas Management Board on 27th March 2019. Prior to this, he was posted as Chief Engineer, BSL Project BBMB Sunder Nagar HP. He was born on 03.03.1969 in District Hissar. He joined Irrigation Department Haryana in 1998 as AEE Class-1 on the pattern of UPSC Engineering Services. He was promoted as Executive Engineer, Superintending Engineer and Chief Engineer in the year 1999, 2008 and 2012 (deemed date) respectively. He did diploma in Production Engineering from Govt. Polytechnic Jhajjar Haryana, BE (Civil), BE (Mechanical), M.Tech. (IIT Delhi), LLB, LLM, MBA (Operations Management), M.Phil (Management), M.Sc. (Environment), M.Sc. (Computer Science), MCA, MA (Public Administration), MA (History) and Ph.D (Botany). He has 21 years’ experience of planning, design and construction in Irrigation, Water Resources and hydro power projects. He has presented 12 Technical Papers in national and international journals. He represented India in Singapore in the year 2007 on the topic Integrated Water Resources Management. He is life member of 12 national engineering institutions/ societies. He is FIE and PE.

     Achievements in parent department

    He was awarded 4 appreciation letters for his Outstanding Services in the Department. First was awarded in year 2005 by Director State Vigilance Bureau Haryana for the excellent contribution made in connection with disposal of vigilance enquiries during his one year posting. Second was awarded in year 2008 for planning and execution of Saraswati Project by ADC cum CEO DRDA Kurukshetra. Third was awarded in the year 2015 by Minister of Public Health Engineering (MPHE) for excellent services in District Bhiwani for providing drinking water facilities for the remote public. Fourth was awarded in the year 2019 for outstanding achievements in Swachta Abhiyan, Plantation, Promotion of Hindi and for attaining extraordinary educational qualifications by Agriculture Minister HP. During his distinguished career, he scaled new heights and contributed to the Department by serving many projects like lift canal unit, Yamuna water services unit, Bhakra water services unit, construction unit and vigilance unit. He conducted night raids to check and control theft of water. Due to his personal efforts, water reached at tail end of the command.  He has also experience of regulation and maintenance of major canals of Haryana like Bhakra Main Line, Narwana Branch, WJC, Parallel Delhi Branch, Carrier Lined Channel, Sunder Sub Branch, Loharu Canal and Gurgaon Canal. He also worked on Hathni Kund Barrage, Tajewala Complex and Kaushalya Dam. He executed many River training works on River Yamuna. He also executed dewatering, flood control, CADA, pond development and lift irrigation works. He provided training to farmers by visiting States like Gujrat, MP, Maharastra and Kerala.

    In addition to the rich field experience, he has been actively involved in framing policies & guidelines, implementation strategies and monitoring & evaluation plans of a number of issues of water resource management such as environment, participatory irrigation management, state water policy, integrated water resources management at the state level. The education in the field of law, environment, IT and management has added a new dimension to his perspective and helped him in appreciating the legal issues involved in water resources management, inter-state water issues, contracts etc. He has an extensive experience of World Bank projects, as he worked closely with the World Bank staff on project viz. Haryana Water Resources Consolidation Project (HWRCP 1994-2001) and gained knowledge of the World Bank policies, monitoring, and supervision and was key resource person in the State for the World Bank.

     His Achievements in BSL Project BBMB 

    1. The Bhakra Beas Management Board (BBMB) has been conferred with the national-level Central Board of Irrigation and Power Award for the year 2019 for being the “Best Performing Utility in Hydro Power Sector”. In the water resources sector, two of BBMB’s units – The Beas-Sutlej Link at Sundernagar (H.P.) and the Beas Dam at Pong – were also adjudged the “Best Maintained Projects (functional for more than 10 years)” on account of their rigorously followed detailed maintenance schedules, round-the-clock vigilance and use of the latest technology for their upkeep.
    2. (a) Since 1986 the flushing operation of Pandoh Reservoir is being carried out every year when the suitable inflow in the catchment are available. During the year 2018, two nos. flushing operations were carried out when the discharge available was more than one lac cusecs and the silt flushed out was (4811.20+9602.73) i.e. 14413.93 acre feet which is the historical figure since 1986.

    (b) Simultaneous flushing of Pandoh Dam and trash cleaning of balancing reservoir, Sundernagar: During the period of high inflows in Pandoh Dam, its flushing is an annual activity. During this operation, water flow towards Sundernagar Balancing Reservoir is stopped, thereby resulting in shutting down of power generation in Dehar Power House (DPH). Similarly, cleaning of trash racks provided at intake of Sundernagar – Satluj Tunnel at Pung, requires operating of Balancing Reservoir at low levels. Earlier, flushing of Pandoh Dam and trash cleaning of Balancing Reservoir at Sundernagar were being undertaken separately resulting into loss of energy generation from DPH. This year on 13th and 14th August, simultaneous cleaning of Trash Racks at the intake of Sundernagar –Satluj Tunnel installed in Balancing Reservoir, at Sundernagar and flushing operation of Pandoh Dam were undertaken. This co-ordination led to power saving on account of the fact that there was no additional period of shut-down and thereby reduced generation for cleaning of Trash racks at intake of Sundernagar-Satluj Tunnel, during the monsoon/paddy season. This year, the modified methodology had resulted in reduced loss of generation during period of flushing operation to the tune of 19.69 LUs vis a vis average generation loss during flushing operations of last three years. Average loss of generation on account of trash cleaning for the last three years comes out to be 98.43 LUs. The same can be considered as nil for the current year as activity happened during sediment flushing operation of Pandoh Dam itself. Therefore, total notional reduction in generation on account of simultaneous operation of flushing and trash cleaning works out to be 118.12 LUs and considering National Average Power Purchase Cost (APPC) of Rs. 3.53/kWh, the notional financial gain of this simultaneous activity comes out to approx. Rs. 417 lac.

    1. He took keen interest in the environment conservation activities like plantation programmes, Swachh Bharat Mission as well as promotion of Raj Bhasha Hindi in the BBMB offices for which the Hon’ble Chairman applauded his efforts in his tour notes.
    2. During last two seasons, dredging operation was very efficient and smooth without any break down. Silt accumulated in the balancing reservoir was dredged out up to minimum level. The fuel consumption and repair charges were the minimum. He had carried out no. of new/creative/ innovative ideas to improve the efficiency of manpower, machinery and floating vessels as well as running these dredgers at minimum cost. He had also operated dredgers first time in non-dredging zone to clear the slopes of Balancing Reservoir.
    3. By-pass chute was operated after three years on dated 20.11.2018 to drain out the accumulated silt inside the by-pass tunnel. Periodical operation of gates is mandatory to check up the whole system in any emergency situation.
    4. Sunder Nagar Hydel Channel is the lifeline of BSL Project. The outer slope in 4 places in filling reaches was sloughed. The slope was immediately restored to original design level.
    5. During his tenure a no. of unauthorized constructions and encroachments on BBMB land were removed e.g. unauthorized liquor vend/shop was removed from Pandoh Colony inspite of protests.
    6. He has been an important driving force behind starting the smart classes, installation of close circuit TV cameras and promotion of inter-unit sports events in BBMB Schools. Also, in order to encourage the competitive edge of the BBMB employees, various sports activities/events have been arranged/conducted at BSL Project like inter-unit volleyball tournament, Inter-unit Chess & Badminton tournaments etc.
    7. SAIL HARD Steel required for fabrication of dredger pipes was not procured for the last more than ten years. He intervened personally and coordinated with M/s SAIL and procured the Steel by solving a long pending matter. Now sufficient quantity is available with BBMB and dredger pipes can be fabricated continuously by Nangal Workshop for the coming 2- 3 years. BSL Project will have sufficient number of pipes for at least 30 years.
    8. He took firm stand towards saving the BBMB water bodies at Pandoh and Sunder Nagar from pollution especially during the festivals like Durga puja and Ganesh Utsav.
    9. He has been continuously active in launching social welfare events/activities like organizing free medical camps, blood donation camps as well as arranging financial assistance for welfare of local bodies, educational institutions, old age homes & orphanages.
    10. To enhance the knowledge and skill in the field of engineering in BBMB, he attended two no. training courses at National Water Academy Pune in the year 2017 and 2018 on topic strategic issues in water resources and integrated water resources management and one no. training was attended at Engineering staff College of India (ESCI) Hyderabad in the year 2018 regarding Dam Safety Guidelines – monitoring and protection measure for safety of dams. He also attended 1st International conference on Sustainable Water Management conducted by BBMB from 10-12 December 2018 at Chandigarh.

    He has an outstanding unblemished and impeccable professional service record. He qualified GATE competitive exam conducted by IIT for the year 1995 and 1996. He qualified UPSC Engineering services exam for three times i.e. 1994, 1995 and 1997. He was selected as Assistant Commandant in CRPF in 1996. He worked as Lecturer in Govt. Polytechnic Delhi and YMCA Institute of Engineering Faridabad (Now University) in the year 1997-98. He was also awarded ‘C’ certificate in NCC.     Er. Harminder Singh Chugh joined as Chief Engineer/System Operation, BBMB, Chandigarh on 05-07-2018 from PSPCL, Patiala. Born on 05-10-1962. Passed B.Sc. Engg.(Mechanical) from RECK (Presently known as NIT Kurukshetra) in the year 1984 and did post graduate diploma in Marketing Management from "IGNOU" University. Joined PSEB (now PSPCL) in the year 1985.

    Having more than 33 years of service experience in PSPCL in various capacities from 22.05.1985 comprising all aspects of Generation, Distribution & Transmission organization. Out of 33 years of service in PSPCL & in BBMB till date, about 25 years of experience is in Generation organization. Detail of experience in brief is as below:-
    1) Served in Transmission Organization in PSPCL for about 3 years (1985 to 1988) as Assistant Engineer. Looked after planning, monitoring & allocation of funds for Transmission & Sub Station works.

    2) Served in Distribution organization of PSPCL for about 5 years as Assistant Engineer.

    3) Served in Guru Gobind Singh Super Thermal Plant (GGSSTP), Ropar for about 20 years w.e.f. 1993 to 2012 in various capacities as AEE, Sr. XEN & Superintending Engineer and dealt with Operation of GGSSTP Units, Operation & Mtc. of PLC & pneumatic system of Dry Fly Ash Handling System, Operation & Mtc. of FSSS system, Measurement system & lnterlock system of 210 MW units of GGSSTP.

    4) Served as S.E./Tech. to Director/Generation, PSPCL for about  1½ years and worked in close coordination with all the Chief Engineers under Director/Generation and helped in decision making process.

    5) Served as Dy. CE/Fuel, PSPCL, Patiala for about 3 years and dealt with all the issues relating to arrangement of coal for PSPCL Thermal Power Stations. Responsible for getting requisite clearances/licences for operation of Pachwara Central Coal Mine. Responsible for preparation & publication of Bid documents for selection of MDO for operation of Pachwara Central Coal mine.

    Sh. Aniruddha Kumar, is a 1987 batch, Indian Revenue Services Officer. He completed his graduation in Electrical Engineering with honors from Aligarh Muslim University in 1984 and Graduation in Law from Delhi University in 1995.

    He began his career with NTPC where he worked at Singrauli Thermal Power Station from 1984 to 1987.Thereafter, he joined Indian Revenue Service in 1987 and during his career of more than 30 years he has served in various key departments like Tax Policy Wing of Deptt. of Revenue, International Taxation, Ministry of Finance, Various positions in Income Tax Department, Ministry of Urban Development (2005 to 2009), Ministry of Science and Technology (2009 to 2010). Shri Aniruddha Kumar has travelled extensively all over the world as a member of Indian delegations in various conferences and meetings. He has inclination towards Trekking and extensively trekked in Himalayas including Mount Kailash and Mansarover and in Nepal.

    Shri Aniruddha Kumar has held the charge of Joint Secretary (Thermal) in MoP for almost 2.5 years.    He was recently on 24th July, 2018 given the charge of Joint Secretary (Hydro) in the Ministry of Power. He was a Govt nominee Director on the Board of NTPC Ltd., Damodar Valley Corporation and BHAVINI, a nuclear power reactor based Fast Breeder Technology.  Now, he is a Govt. nominee Director on the Board of National Hydro Electric Power Corporation, Sutlez Jal Vidyut Nigam Ltd and Kholongchu Hydro Electric Corporation, Bhutan.   He has been to Japan twice  as a representative of India in Seminar on Tax in 1997 and member of Indian delegation on International Service Congress in 2010.

    P.K. Saxena , a graduate in Civil Engineering from University of Jabalpur and a Central Water Engineering Services  officer , joined Central Water Commission in 1989. He has over 27 years experience in planning and Design of water resources projects mostly in hydropower sector and had been associated with design of number of prestigious hydroelectric projects in India, Nepal and Afghanistan. He has also been involved in the field of snow hydrology and monitoring and appraisal of water resources projects  in the country.

    For more than a decade, he remained associated with issues related to Indus Waters Treaty 1960 and  represented Indian side in various meetings and tours of  Permanent Indus Commission.

    He has presented about 23 papers in various forums at national and international level.

    Born on 13th November, 1971 in Jalandhar, he did his entire schooling from his hometown and excelled both in academics and extracurricular activities.  He won the prestigious National Talent Search Exam Scholarship and topped India in Xth CBSE in Science apart from getting overall aggregate percentage of 93.6%.  He has been the Head Boy of his school (Apeejay School, Jalandhar) and the captain of the school cricket and volleyball team.  Mr. Mahajan has won several State Level and National Level prizes in quiz-competitions and debates.  

    However, he preferred joining Punjab Engineering College, Chandigarh as a topper in Electronics and Electrical Communications and got picked up by Siemens and TCS at a lucrative package during campus placement but he chose to opt for Civil Services and secured an All India Rank of 22 in the prestigious Civil Services Examination.

     He has been awarded the best Collector State Award for his stint in Ajmer and also got the National Award for the pioneering work in NREGA in Ajmer from the Hon'ble Prime Minister of India.  His field level initiatives on Water Harvesting in the largely arid district of Churu were widely acknowledged by the State Government, NABARD and National Level Water Experts.

     He has held prestigious stints like being MD of RIICO, Project Director of ADB funded Urban Infrastructure Works and Finance Secretary of State Budget where he has been instrumental in piloting new initiatives and reforms in urban, investment and public procurement sectors.

    • My five-year stint in Department of Economic Affairs has been rich, rewarding and uniquely diverse. I am one of the few Joint Secretaries who have had the opportunity of presiding over divisions dealing with the full range of development cooperation- from bilateral partner to Multilateral Developmental Banks and from Lines of Credit to governance issues of International Financial Institutions. 
    • As Director, I implemented the execution of Foreign Direct Investment (FDI) regime and also secured interests of outward Indian investment as Chief negotiator of Bilateral Investment Promotion and Protection Agreements.

     I studied on the scholarship given by London School of Economics at LSE and passed the Course with merit with the following subjects

     As against the requirement of one dissertation, I choose to write two, a difficult choice. My first dissertation is on freedom of Information titled as “The Dawn of Freedom of Information in India”. I wrote the second dissertation on problems of refugee care in the Indian Sub-continent.

    TRAINING: FOR RIGHT TO INFORMATION

     While writing the dissertation on ‘Right to Information’ in London School of Economics,  I made comparative study, of the access legislation of more than 50 countries of the world .I have been delivering lectures on ‘Right to Information’ since June, 2005 to various categories of officers of the State and the Central Government and am a regular faculty atnumerous prestigious institution of repute and Universities across the country.
